MobySetupCLI registers the Docker-engine specific CLI options.

func Watcher(cmd *cobra.Command) (*engineplugin.NamedWatcher, error)

Watcher returns a moby engine watcher taking the supplied optional CLI flags into consideration. If this engine shouldn't be watched then it returns a nil watcher.
