GetCmdClaimExpense is the CLI command for sending a ClaimExpense transaction This is designed to be used in conjunction with the issue tracker. "Problem" is the issue and "solution" is a pull request or some other proof that the problem has been solved in addition to justification for the amount. TODO: integrate GOGS issue numbers etc (request from local server)
