func WebhookCertAndKeyExist(basePath string) bool

WebhookCertAndKeyExist checks whether the certificate and private key exist, for compatibility with old version clusters' webhook certificates and private keys which version are before 1.5, and we will completely replace webhook certificates and private keys' file name in 1.6 or future release.
