IsLeap reports whether the given time.Duration elapsed since GPS epoch (January 6, 1980 UTC) is a leap second in UTC.

Parse returns the UTC Time corresponding to the given time.Duration elapsed since GPS epoch (January 6, 1980 UTC).

ToGPS returns t as time.Duration elapsed since GPS epoch (January 6, 1980 UTC).
