To test locally you'll need to authenticate with gerrit OAuth scopes:

luci-auth login -scopes 'https://www.googleapis.com/auth/userinfo.email https://www.googleapis.com/auth/gerritcodereview'


As of Dec 11, 2019 will return a json object like the following:
