AbstractCommand represents a CLI grouping (e.g.: run as server, run as CLI, etc)

ParseInputs is a helper method which parses input arguments. It is effectively a factory method.

BuildCommand holds the necessary values to build the CLI. Run as build. This is in place to support backward-compatibility with test_runner recipes invocation of cros_test_runner.
