RestMapperCache is used to dynamically create controllerruntimeClients whilst caching the RestMapper. It uses properties of the *cfg as cache key

Client returns a brand new controllerruntime.Client, using a cache for the restMapping to avoid doing discovery during startup. It uses properties of the *cfg as cache Key
