EnsureLiveVMOrTerminateMutagenSessions returns true if a liveVM is found, OR sshArgs were connecting to a server that is not a devbox-VM. EnsureLiveVMOrTerminateMutagenSessions returns false iff the sshArgs were connecting to a devbox VM AND a deadVM is found.
