func ConfigureEarlyLogging()

ConfigureEarlyLogging installs our logging adapters, and enables early logging to screen if it is enabled by either the TYPHA_EARLYLOGSEVERITYSCREEN or TYPHA_LOGSEVERITYSCREEN environment variable. It also disables glog's log to disk default behaviour.
