ChoosePort will choose a port for the .NET Core application. If an environment variable `ASPNETCORE_URLS` already exists, no further action is taken. Otherwise, the `PORT` environment variable is chosen. If neither `ASPNETCORE_URLS` nor `PORT` is defined, `8080` is chosen.
