Package govassets provides a method to download a set version of govuk frontend assets
This is generally used in the build process so we dont have to worry about creating a js build pipeline and can keep the css / js to mimimal amounts

DownloadAssets gets a zip file from govuk-frontend of all assets downloads it locally and populates file system in expected format
