Dumps a file from URL to CSV files.

• OUTDIR - Path where to store csv files (splitting to one per day)
• URL - URL to poll
• PERIOD - Poll frequency (with unit: 20s)
• JITTER - Poll jitter factor (Default: 0.2 (±4s))
