func IsCPUHybrid() bool

IsCPUHybrid checks if CPU is hybrid (Alder Lake, Raptor Lake, Meteor Lake, etc.) The function ensures the actual cpuid reading is done only once. The cpuid value handling is aligned with the process_cpuid() function of turbostat.
