DecodePathTo decodes vector thumbnail to given slice.
Returned path will contain the actual SVG path that can be directly inserted in the d attribute of an svg <path> element:

Expand returns a JPG payload from stripped thumbnail bytes, like tg.UserProfilePhoto.StrippedThumb.

ExpandTo appends a JPG payload to "to" byte slice, creating it from stripped thumbnail bytes (e.g. tg.UserProfilePhoto.StrippedThumb).
