StringToHeader converting a string to a map of headers. example: header1=value1,header2=value2 For the exact consistent experience of parsing configuration values and due to the function being in the internal package, we cannot use it directly. The function was copied and adapted from OpenTelemetry: https://github.com/open-telemetry/opentelemetry-go/blob/f4e20525957b6b8177175c57bd4ede5ba591f716/internal/shared/otlp/envconfig/envconfig.go.tmpl#L157 modified to return an error if the header is not valid.
