func CheckHealthAndExit(ctx context.Context, errWriter io.Writer, osArgs []string, exitFn func(int))

CheckHealthAndExit will run the fx.App unless the osArgs indicate that the user wants to run a healthcheck. This is useful since our containers might not contain curl or wget.
