SignDockerManifestWithPrivateKeyFileUnstable returns a signature for manifest as the specified dockerReference, using a private key and an optional passphrase.

Yes, this returns an internal type, and should currently not be used outside of c/image. There is NO COMITTMENT TO STABLE API.
