EvalEq computes Eq(q₁, ... , qₙ, h₁, ... , hₙ) = Π₁ⁿ Eq(qᵢ, hᵢ) where Eq(x,y) = xy + (1-x)(1-y) = 1 - x - y + xy + xy interpolates
