(DEPRECATED) Runtime Metrics Server
This server reports metrics about the runtime data store to the Cloud Foundry collector
This server has been deprecated in favor of http://github.com/cloudfoundry-incubator/bbs which will emit metrics more efficiently as part of convergence.
