ParseBytes decodes b into a UUID or returns an error. Both the UUID form of xxxxxxxx-xxxx-xxxx-xxxx-xxxxxxxxxxxx and urn:uuid:xxxxxxxx-xxxx-xxxx-xxxx-xxxxxxxxxxxx are decoded.
