func MigrationConfigIfPGTestsToBeRun(l logger.Logger, migrationPath string) (*migration.Config, error)
MigrationConfigIfPGTestsToBeRun either returns the pg migration config if PG_URL is set or we are in CI system, otherwise it returns nil, indicating postgres based tests shouldn't be run.
