Default amount of time to wait if Riot doesn't tell us.

func Get(url string, cb func(body []byte)) (error, int)

Get : Make a request to the Riot API and call the specified function on success. If anything goes wrong with the request the first return value will provide more information. If the error is rate limit related, the second value will be the number of seconds you should wait before attempting another request. If the error is not rate limit-related then the value of the second argument will always be 0.
