RegisterNodePrivilegedServiceHandler registers the http handlers for service NodePrivilegedService to "mux". The handlers forward requests to the grpc endpoint over "conn".

The handlers forward requests to the grpc endpoint over the given implementation of "NodePrivilegedServiceClient". Note: the gRPC framework executes interceptors within the gRPC handler.
