func StringToFloat(s string) (float64, error)

StringToFloat converts a string to a floating point number. If the string is "" or "-9" it returns 0.

func TimeFraction

func TimeFraction(aBegin, aEnd, bBegin, bEnd time.Time) float64

TimeFraction returns the fraction of time period a that falls within time period b.
