How to upgrade CLDR data

Go to http://cldr.unicode.org/index/downloads to find the latest version.
Download the latest version of cldr-common (e.g. https://unicode.org/Public/cldr/39/cldr-common-39.0.zip)
Unzip and copy common/supplemental/plurals.xml to this directory.
Run generate.sh.
