func UnmarshalDataflowTuningConfig(ctx context.Context, sc storageclient.StorageClient, sa storageaccessor.StorageAccessor, filePath string) (dataflowaccessor.DataflowTuningConfig, error)
Reads any local or gcs file and unmarshals the data into a DataflowTuningConfig struct.
