New returns a new UUID using the RFC4122 algorithm.

Parse parses a string formatted as "xxxxxxxx-xxxx-xxxx-xxxx-xxxxxxxxxxxx" or "{xxxxxxxx-xxxx-xxxx-xxxx-xxxxxxxxxxxx}" into a UUID.
