func ImportTableFromSpec(m *apptypes.MobsqlRuntime, loadTable *apptypes.LoadTable, fromDirectory string, feedID int) error

Upon succesful completion, the checksum, tablename, and feed_id are stored in the internal tracking _mobql table. Resultingly, running this function with the same parameters twice will simply nop the second call (assuming the feed CSV file is unchanged).
