Utilities for handling time.

• cmd/holidaysgen:
  Generate a file for handling holidays.
  This supports only jp country yet (TODO: us).

• pkg/alter:
  For changing the time format.

• pkg/transform:
  For changing date.

• pkg/daterange:
  Create date ranges from simple string format.
