Arquebus Service
Arquebus Service periodically scans open issues from Monorail, and assigns the issues to the current troopers/oncalls of specified rotations or Monorail users.
For more context, please visit go/arquebus. TODO(crbug/849469): Provides instructions for adding a new assigner config.
