Fractions >= 1 will always sample. Fractions < 0 are treated as zero. To respect the parent trace's `SampledFlag`, the `TraceIDRatioBased` sampler should be used as a delegate of a `Parent` sampler.

Expected usage:

defer metrics.SetupTracer(ctx)()
